Temperatures in the first \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql half of 1994 were 19% warmer than normal compared with 3% colder than \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql normal weather in the first half of 1993. The effects of warmer weather \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql and the change in recording revenues was partially offset by a 3.9% \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql increase in the number of customers. \par\pard\plain\fs16 \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql Mountain Fuel's allowed return on equity for Utah operations was reduced \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql from 12.1% to 11% effective January 1, 1994, by the Public Service \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql Commission of Utah (PSCU) in a general rate case order. Also as a \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql result of actions taken by the PSCU, the Company changed the way that \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql revenues for residential and commercial customers are recorded from an \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql "as-billed" to an "as-delivered" basis. This had the effect of shifting \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql approximately $5 million of net income from the first half of 1994 to the \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql second half, primarily the fourth quarter. \par\pard\plain\fs16 \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql Volumes delivered to industrial customers decreased 15% in the first half \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql of 1994 compared with the same period of 1993. Natural gas demand for \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql electric generation and for use by several major metal and chemical \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql customers was lower during the first half of 1994. \par\pard\plain\fs16 \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql Mountain Fuel's natural gas purchases were lower in the 3-, 6- and \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql 12-month periods of 1994 compared with the same periods of 1993 due to \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql reduced volumes sold to residential and commercial customers. Operating \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql and maintenance expenses were higher in the 1994 periods because of \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql additional customers and expanded service territory. \par\pard\plain\fs16 \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql Interest and other income was higher in the 1994 periods largely due to a \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql working-gas carrying charge earned by the Company as allowed by the PSCU \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql in the last general rate case. \par\pard\plain\fs16 \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql The effective income tax rate was 30.1% in the first half of 1994, \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql compared with 29.2% in the first half of 1993. The Company recognized \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql $2,049,000 of tight-sands gas-production credits in the first six months \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql of 1994 compared with $3,299,000 in the 1993 period. The PSCW order \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql authorized the Company to reflect the decrease in its rates as of \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql July 1, 1994. The Company cited its growing use of its own \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql production, with cost-of-service prices that are lower than the \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql cost of field-purchased gas, as the primary reason for the \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql decrease. \par\pard\plain\fs16 \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql b. The Company filed a comparable application with the \par\pard\plain\fs16\pard\plain\cf1\f50\fs16\ql Public Service Commission of Utah (the PSCU) on June 9, 1994.
